Rutsiro: RIB Boosts Leaders’ Efforts to Combat Gender-Based Violence and Child abuse

The Rwanda Investigation Bureau (RIB) organized a training session for local leaders in the Nyabirasi and Kivumu sectors of Rutsiro District, targeting leaders from the village to the sector level. The training aimed to strengthen efforts in combating gender-based violence (GBV) and violence against children.

The session, held on Monday, December 9, 2024, focused on equipping local leaders with the knowledge and tools necessary to identify, prevent, and address cases of violence in their communities.

Yves Augustin Mutabazi Mutabeshya , Crime Research Specialist from RIB’s Crime Research and Prevention Division, explained:

“The reason RIB organized this training for these leaders is that they are the closest to the citizens. We are confident that the message we have conveyed to them will effectively reach the community because they interact with the people daily. This will help reduce the cases of violence often reported in this area.”

The training is part of a broader campaign to tackle gender-based violence and child abuse by empowering local leaders in Rwanda’s Western Province. It aims to strengthen the reporting of cases, support survivors, and foster collaboration to end violence against women and girls (VAWG).

Participants were educated on the various forms of violence, including physical, psychological, sexual, and economic violence, which can target either men or women. Such acts violate fundamental rights and often cause lasting harm. The participants were reminded that violence can occur both within households and in public spaces.

Eliezel Bizimana, one of the participants, reflected:

“There are things we unknowingly did, such as covering up for individuals who sexually abused children or failing to report such cases. We have now realized that this can have severe consequences because the crime of child defilement has no statute of limitations. Moreover, those responsible should consider both sides since even men experience violence, but we are often afraid to report it for fear of ridicule. Now we understand and will no longer hide it.”


Annonciata Muntetere emphasized:

“This violence is often rooted in polygamy and extramarital affairs, which are prevalent in this area. These issues create constant conflicts within families and negatively affect our children. With the knowledge gained from this training, we will work closely with the community to address and eliminate violence.”


Jean Baptiste Uwihanganye, an advisor to the executive committee of Rutsiro District who represented the district leadership at the event, commended RIB for the initiative:

“Training these leaders is very important because there are still cases of violence, particularly gender-based violence, in this district. As the local government, we are committed to tackling these issues to ensure they are eradicated, as well as addressing the culture of polygamy and extramarital affairs that persist in this area.”

This training highlights the importance of grassroots involvement in addressing societal challenges. Local leaders, as the bridge between authorities and citizens, play a critical role in promoting awareness, enforcing accountability, and fostering a culture of zero tolerance toward violence.

The collaboration between RIB and UN Women underscores a shared commitment to advancing gender equality and eradicating violence in Rwanda. Such partnerships not only empower local leaders but also align with global efforts to create safe and inclusive communities for all.
