Batisimu no kujyana umwana utarengeje imyaka 12 ntibyemewe mu nsengero

Leta y’u Rwanda yaraye itangaje ko insengero zemerewe gufungurwa ariko habanje kureba ko zujuje ibisabwa.

Ni muri urwo rwego rwo kwubahiriza ishyirwa mu bikorwa ry’amabwiriza agenga ifungurwa ry’insengero mu gihe cya COVID-19 , hatangajwe inyandiko (checklist)  izagenderwaho mu kwisuzuma kw’insengero ndetse no kugenzura insegero cyangwa imisigiti kugira ngo zifungurirwa gusenga.

Iyo nyandiko ihuza amabwiriza
arebana n’ifungurwa ry’insengero ndetse n’ibirebana n’ubuzima cyane
ku bijyanye n’isuku n’isukura mu buryo bwo kwirinda no kurinda abandi yatangajwe n’urwego rw’Imiyoborere (RGB) ikaba yashyizweho umukono n’umuyobozi warwo Dr. Kaitesi Usta.

I. Kugenzura amabwiriza rusange:

1. Ahasengerwa ni ahari hasanzwe habera amateraniro ku buryo
bwemewe n’amategeko mu Rwanda.
2. Kwambara igihe cyose kandi neza agapfukamunwa (Mask).
3. Kudahana ibiganza no kudahoberana.
4. Kudakoranaho namba.
5. Gukaraba mu ntoki no guhorana isuku.

6. Kubahiriza intera (Social distancing).
7. Amazi y’umugisha akunze kuba ari ku miryango y’insengero zimwe
na zimwe ntiyemewe mu bihe bya COVID-19.
8. Kubatiza ntibyemewe kugeza andi mabwiriza atanzwe.
9. Guhazwa byemewe gusa mu buryo amabwiriza abiteganya.
10. Insengero cyangwa Imisigiti bakoresha abakorerabushake babo
kubafasha gushyira mu bikorwa amabwiriza yo kwirinda COVID-19.

11. Kwandika abaje gusenga bose kugira ngo igihe hagaragaye umurwayi abo bari kumwe bamenyekane bapimwe

12. Gushyira ahagaragara inyandiko cyangwa ibyapa biriho
ubutumwa bwibutsa ibyubahirizwa mu kwirinda COVID-19.

II. Isuku n’isukura:

1. Kureba ko hashyizweho uburyo bwo gukaraba intoki (kandagira ukarabe-isabune n’amazi meza / umuti wagenewe gusukura intoki).

2. Mbere yo gusenga, urusengero rugomba kuba rusukuye neza kandi humutse.
3. Kugira abashinzwe gusukura urusengero mbere na nyuma ya buri
teraniro.
4. Amazi n’isabune bihagije kugira ngo hakorwe isuku muri rusange bigomba kuba bihari.
5. Ahantu hakorwa kenshi hagomba gushyirwa umuti wo kuhasukura
nyuma yo kuhoza (hakoreshejwe arukoro (alcool) ifite umuti ungana
na 70% – 90% by’ububasha bwo kwica virusi ya COVID-19 iyo hari amatembabuzi).
6. Intebe zigomba guhanagurwa hakoreshejwe udutambaro turimo
isabune kandi zikumuka neza.
7. Gusukura intebe n’ahandi hicarwa buri nyuma y’iteraniro n’agatambaro gafite isuku kandi hakumutswa mbere yo gukoreshwa n’abandi.
8. Ibikoresho bikoreshwa mu iteraniro (indangururamajwi, ndetse n’ibyuma bya muzika) bigomba kuba bisukuye kandi ntibihererekanywa.
9. Ubwiherero bugomba guhora busukuye kandi hagaragara umuntu ubukorera isuku.

III. Abakorerabushake n’inshingano zabo:

1. Kuri buri rusengero cyangwa umusigiti hagomba kuba hari
abakorerabushake babihuguriwe kandi bafite ikimenyetso kibaranga.
2. Ibikoresho byo kwandikaho imyirondoro y’abaje gusenga
hagaragazwa aho bavuye, nomero ya telephone n’aho batuye.

3. Kwandika buri muntu uje mu rusengero kandi igitabo kikabikwa
n’ubuyobozi bw’urusengero.
4. Kugenzura ko amabwiriza yo kwirinda ashyirwa mu bikorwa.

IV. Umunsi ubanziriza gusenga:

1. Kumenyesha abazaza gusenga ndetse n’ibyubahirizwa bijyanye
n’imyanya ihari.
2. Guhura n’abakorerabushake n’abandi bose bashinzwe imirimo kugira ngo hazabeho kugenzura iyubahirizwa ry’ ibisabwa.
3. Guha abakorebushake n’abandi bafite imirimo ibigenderwaho mu kwirinda COVID-19.
4. Kugena umukorerabushake ugomba kwita ku muntu ugaragayeho ibimenyetso bya COVID-19.
5. Kugena ibikoresho byo kwirinda ku bakora isuku harimo kwambara
udupfukantoki n’udupfukamunwa.

V. Umunsi n’amasaha yo gusenga:

Urusengero rugomba kugaragaza uburyo bugenderwaho mu gutoranya abaza mu iteraniro rimwe kugira ngo hirindwe kurenza umubare urusengero rwakira hubahirijwe amabwiriza.
1. Amateraniro aba umunsi umwe mu cyumweru bitewe n’ukwemera kw’umuryango ushingiye ku myemerere:
– Kuwa gatanu: Abayisilamu
– Kuwa gatandatu: Abadivantisiti b’umunsi wa karindwi
– Ku cyumweru: amadini asanzwe agira amateraniro rusange ku cyumweru.

Icyakora imihango y’idini yo gushyingira no gushyingura ikorwa ku munsi uwo ariwo wose hubahirijwe amabwiriza arebana no kwirinda COVID-19.

2. Urusengero cyangwa umusigiti rushobora gukora amateraniro
atandukanye yemewe guhera saa kumi n’ebyiri za mu gitondo kugeza saa kumi n’ebyiri z’umugoroba ku munsi wo gusenga waryo.

3. Kwerekana gahunda y’amasengesho herekanwa isaha imwe yo gusukura ahasengewe ku munsi wemewe wo gusengeraho.
4. Iteraniro rimwe ntirigomba kurenza amasaha 2.
5. Abinjira n’abasohoka mu rusengero bagomba kubahiriza intera hagati yabo.

VI. Kwinjira ahakorera urusengero cyangwa umusigiti:

1. Nta wemerewe kwinjira ahari cyangwa mu urusengero / umusigiti
atambaye agapfukamunwa.
2. Hagomba kuba hari abagenzura niba abinjira bambaye neza agapfukamunwa.
3. Kuba hari aho gukarabira intoki cyangwa Kandagira ukarabe ifite
amazi meza n’isabune cyangwa umuti ugenewe gusukura intoke (Sanitizer).

4. Aho bishoboka hari uburyo bwo gupima umuriro. Habonetse ufite
umuriro ungana cyangwa uri hejuru ya 38 cyangwa kimwe mu bimenyetso bya COVID-19 ntabwo yemerewe guterana n’bandi.

Ugaragayeho ibimenyesto cg kimwe mu bimenyetso bya COVID-19 ntiyemerewe kwinjira mu rusengero. Hahamagwa 114
agahabwa ubufasha.

Kugaragaza uburyo bwo gutura hakoreshejwe ikoranabuhanga
(MoMo, Money transfer, Bank transfer).
8. Kugaragaza uburyo bwo guhazwa/ igaburo ryera ritangwa hubahirizwa intera ya metero imwe (1m) hagati y’umuntu n’undi kandi nta gukoranaho, kwiha igaburo (self-service), cyangwa
gukoresha ikiyiko.

9. Abana bafite guhera ku myaka cumi n’ibiri (12) kugeza kuri cumi n’umunani (18) y’ubukure bemerewe gusenga bicaranye n’ababyeyi cyangwa abarezi babo.

VIII. Ibibujijwe:

1. Gukoranaho, guhoberana cyangwa guhana ibiganza ntibyemewe.
2. Guhererekanya ibikoresho byo mu rusengero nk’indangururamajwi (micro-phone), ibitabo n’ibindi ntibyemewe.
3. Abana bonka n’abafite munsi y’imyaka cumi n’ibiri (12) ntibemerewe kuza mu materaniro.
4. Amateraniro yo mu mibyizi ntiyemewe.
5. Gutanga amaturo y’amafaranga mu ntoki (cash) ntibyemewe.
6. Gutanga igaburo ryera nk’uko byari bisanzwe bikorwa (urugero: gusangirira ku gikombe cyangwa gukoresha intoki ufata umugati uwuhereza cyagwa uwutamika undi) ntibyemewe.
7. Gusengera abantu babakoraho cyangwa babarambikaho ibiganza ntibyemewe.
8. Gusenga ku minsi itemewe no mu masaha atemewe keretse ibirebana no gushyingura cyangwa gushyingirwa bigengwa n’andi mabwiriza.
IX. Igenzurwa n’ishyirwa mu bikorwa n’iyubahizwa ry’amabwiriza:
1. Kwigenzura: Mu buryo bwo kubanza kwigenzura (self-assessment),
inzego za RIC Task Force zigenzura ibirebana no kwirinda COVID-
19 zitanga urutonde rw’insengero n’abayobozi b’insengero.
2. Nyuma yo kwisuzuma, ubuyobozi bw’urusengero cyangwa umusigiti bukorana n’ubuyobozi bw’umurenge w’aho rukorera, bukohereza ubusabe bwo gukingurirwa ku Karere, bikigwa n’itsinda (Task Force) ku rwego rw’akarere rishinzwe kwemeza ko bujuje ibisabwa mu kwirinda COVID-19 bakaba bakemererwa gufungura. Iryo tsinda rigizwe n’inzego z’umutekano, inzego z’ubuzima n’abahagarariye RIC.
3. Inzego z’ibanze (Akarere), Inzego z’umutekano n’aabahagarariye
RIC ku karere bemeza insegero zifungurwa, urutonde rugashyikirizwa Intara n’abahagarariye RIC ku rwego rw’Intara.
4. Ku rwego rw’Igihugu; MINALOC, RGB, MINISANTE, RNP, Ihuriro
ry’Amadini n’Amatorero mu Rwanda (RIC), nizo zizakurikirana
iyubahirizwa ry’amabwiriza.
X. Kudafungurirwa cyangwa kongera gufungirwa:
1. Urusengero cyangwa Umusigiti rutujuje ibiri mu mabwiriza agenga
ifungurwa ry’insengero mu gihe cya COVID-19 ntirwemerewe gufungura.
2. Urusengero cyangwa Umusigiti ruzatezuka ku iyubahirizwa
ry’ibisabwa nyuma yo gufungurirwa ruzahita rufungwa mu gihe cya COVID-19.
