Ingendo Kigali-Muhanga zafunguwe, Guma mu rugo ikurwaho mu mirenge 40

Imirenge y’u Rwanda 40 muri 50 yari muri gahunda ya guma mu rugo yari imazemo ibyumweru bibiri muri gahunda yo guhangana na COVID-19, yakuweho, bityo ingendo zongera gusubukurwamo.

Ni ibyatangajwe na Leta y’u Rwanda byavuye mu nama y’abaminisitiri yateranye kuwa 11 Kanama 2021. Bimwe mu byemejwe birimo ko amasaha yo kugera mu rugo yavuye kuri saa kumi n’ebyiri z’umugoroba akaba saa mbili z’ijoro, kandi imodoka zigatwara abantu ku kigero cya 75% aho kuba 50% yari isanzweho. Ni ingamba zashyizweho zizubahirizwa mu gihugu hose guhera ku wa 12 Kanama kugeza ku wa 1 Nzeri 2021.

Ingamba zizubahirizwa mu gihugu hose:

a. Ingendo zirabujijwe guhera saa Mbili z’ijoro (8:00 PM) kugeza saa Kumi za mu gitondo (4:00 AM). Ibikorwa byose byemerewe gukomeza bizajya bifunga saa Moya z’ijoro (7:00 PM)

b. Ibiro by’Inzego za Leta bizakomeza gufungura, ariko buri rwego rurasabwa gukoresha abakozi batarenze 50% by’abakozi bose, abandi bakozi bagakorera mu rugo, ariko bakagenda basimburana.

c. Ibikorwa by’Inzego z’abikorera bizakomeza, ariko buri rwego rurasabwa gukoresha abakozi batarenze 50% by’abakozi bose, abandi bagakorera mu rugo, ariko bakagenda basimburana.

d. Inama zikorwa imbonankubone (physical conferences) zizakomeza. Umubare w’abitabira Inama ntugomba kurenga 30% by’ubushobozi bwo kwakira abantu bw’aho bateranira. Abitabiriye Inama bose bagomba kugaragaza ko bipimishije COVID-19.

e. Imodoka zitwara abantu mu buryo bwa rusange zemerewe gutwara abantu batarenze 75% by’umubare w’abantu zagenewe gutwara. Abatwara imodoka zitwara abagenzi barasabwa kugenzura ko amadirishya afunguye kugira ngo zigeremo umwuka uhagije ndetse n’uko abagenzi bahana intera.

f. Moto n’amagare byemerewe gukomeza gutwara abagenzi. Abatwara moto n’amagare barasabwa kubahiriza amabwiriza yo kurwanya icyorezo cya Covid-19 buri gihe.

G. Resitora zemerewe kongera kwakira abakiriya ariko ntizirenze 30% by’ubushobozi bwazo bwo kwakira abantu. Resitora zakira abakiriya bicaye hanze zemerewe kwakira abantu ku kigero cya 50% by’ubushobozi bwazo bwo kwakira abantu.

h. Utubari twose tuzakomeza gufunga.

i. Insengero zahawe uburenganzira bwo gukora kuko zujuje ibisabwa mu kwirinda COVID-19, zemerewe kwakira 30% by’ubushobozi bwazo bwo kwakira abantu.

j. Abagenzi bose binjira n’abasohoka mu gihugu bakoresheje Ikibuga Mpuzamahanga cy’Indege cya Kigali bagomba kuba bafite icyemezo cy’uko bipimishije COVID-19 (PCR test) mu gihe cy’amasaha 72 mbere y’uko bahaguruka, kandi bakubahiriza amabwiriza y’Inzego z’Ubuzima yo kwirinda COVID-19.

k. Ibikorwa by’ubukerarugendo bizakomeza, hubahirizwa amabwiriza yo kwirinda COVID-19. Muri ibyo bikorwa harimo amahoteli, abashinzwe kuyobora ba mukerarugendo (tour operators) na serivisi zo gutwara ba mukerarugendo. Amabwiriza arambuye kuri iyi ngingo azatangwa na RDB.

1. Ibikorwa bya Siporo y’umuntu ku giti cye n’izikorerwa hanze abantu bategeranye bizakomeza. Amabwiriza arambuye kuri iyi ngingo azatangwa na Minisiteri ya Siporo.

m. Ibigo bikorerwamo imyitozo ngororamubiri (gyms and fitness centers) bizafungura mu byiciro. Amabwiriza arambuye kuri iyi ngingo azatangwa na Minisiteri ya Siporo.

n. Imihango y’ubukwe harimo gusaba, ishyingirwa rikorewe imbere y’Ubuyobozi bwa Leta n’irikorewe mu nsengero birasubukuwe, ariko bikitabirwa n’abantu batarenze 50. Iyo byabereye ahantu hasanzwe hemerewe gukorerwa ibirori (licensed event venues), ntibigomba kurenza 30% by’ubushobozi bwo kwakira abantu bw’aho bateraniye. Abitabiriye iyo mihango bagomba kwerekana ko bipimishije COVID-19 mu masaha 72 mbere y’ibyo bikorwa, kandi bakubahiriza amabwiriza yo kwirinda COVID-19 (gusiga intera hagati y’umuntu n’undi, gukaraba intoki, kwambara agapfukamunwa neza).

o. Umubare w’abitabira ikiriyo ntugomba kurenza abantu 10 icyarimwe. Imihango yo gushyingura ntigomba kurenza abantu 20.

p. Ibikorwa by’imikino y’amahirwe bizakomeza gufunga.

Abaturage bose bibukijwe ko ari ngombwa kubahiriza amabwiriza yo kwirinda COVID-19 arimo gusiga intera hagati y’umuntu n’undi, kwambara agapfukamunwa neza no gukaraba intoki. Abatazabyubahiriza bazafatirwa ibihano.
